			<content:encoded><![CDATA[<p>The British Metals Recycling Association (BMRA) today (28 February) welcomed news that the Scrap Metal Dealers Act has received royal assent.</p>
<p>Commenting on the news, BMRA director general Ian Hetherington said: “The Scrap Metal Dealers’ Act receiving royal assent is a milestone in bringing licensing up to date and in tackling metal theft.</p>
<p>“The implementation of the new Act in October will eradicate some of the issues brought about by the introduction of the LASPO Act late last year and will help to close down traders who operate on the wrong side of the law. </p>
<p>“We now have six months in which to work with local authorities, the Environment Agency, the police and members to make sure that everyone has the tools in place to follow and enforce the new rules as quickly as possible.”</p>

			<content:encoded><![CDATA[<p>Ian Hetherington, director general of the British Metals Recycling Association (BMRA), said: “Banning cash alone will have a devastating effect on legitimate small traders whilst having little effect on the rate of metal theft, unless there is a robust regulatory framework to back it up. The Scrap Metal Dealers Bill, which is currently being considered by the House of Lords, aims to improve regulation and enforcement to rid the industry of illegal and unscrupulous dealers.<span></span></p>
<p>“If illegal sites are allowed to continue to trade, they will no doubt offer householders and businesses payment in cash too, therefore negating the purpose of the cash ban – to remove the rewards that make metal theft so enticing.</p>
<p>“The new law on cash payments applies to traditional scrap yards as well as mobile collectors – known as ‘itinerant collectors’ – who go from house to house collecting waste materials including scrap metal. We are confident that 99% of itinerant collectors are now covered by the cash ban. However, as legislation currently stands, some metal traders – such as motor vehicle salvage operators – are exempt, which leaves an unfair playing field.</p>
<p>“It poses a serious challenge to small metal recyclers who rely on the trade of householders and businesses who sell scrap items every day and who will undoubtedly take their business to collectors who will continue to pay cash.</p>
<p>“The Scrap Metal Dealers Bill hopes to eradicate those issues, closing off the loopholes whilst improving regulation and enforcement. It is now more important than ever that it makes it into law and is implemented as quickly as possible.”</p>

			<content:encoded><![CDATA[<p>The British Metals Recycling Association (BMRA) has welcomed the progress of the Scrap Metal Dealers Bill today (Friday, 9 November) and reiterated the importance of the reform.</p>
<p>Ian Hetherington, director general of the British Metals Recycling Association (BMRA), said: “Today’s news has been very much welcomed by the metals recycling industry. BMRA has long argued that a ban on cash alone will not have the desired effect on metal theft without a robust regulatory framework to back it up. We have worked tirelessly with government and other organisations across UK industry to bring about the necessary reforms.</p>
<p>“It is vital that the Scrap Metal Dealers Bill is implemented quickly by government to close off the loopholes created by the amendment to the Legal Aid, Sentencing and Punishment of Offenders (LASPO) Bill which brought about the cash ban. This will reduce disruption to legitimate businesses whilst removing outlets for stolen metal.”</p>
<p>The new Scrap Metal Dealers Bill will now go the House of Lords.</p>

			<content:encoded><![CDATA[<p>A group of companies and industries serving millions of people across the UK is delighted by the successful third reading of MP Richard Ottaway’s Private Members Bill. The bill will help put a stop to the huge distress, economic damage and loss of life, caused by metal theft.</p>
<p>The new Scrap Metal Dealers Bill will now go to the House of Lords to help eradicate the effects of metal theft crimes, ranging from the widespread desecration of war memorials and remembrance plaques, through to train delays and the loss of vital communications services, which are relied upon by the emergency services and vulnerable groups in the community.<span></span></p>
<p>The theft of metal is a growing problem in theUKaffecting many industry sectors. The current cost to theUKeconomy of metal theft is estimated at hundreds of millions of pounds a year and the crime is directly fuelled by the increase in the price of metals, particularly copper and lead.</p>
<p>Criminals have taken to stealing lead from church roofs and war memorials, copper cables from train and telecommunications networks, street furniture like bus shelters and drain covers, and even gas bottles and supermarket trolleys. As well as the cost and inconvenience caused, this also leads to thousands of hours of lost work productivity each year. People have also died trying to steal copper from rail and power networks, whilst vulnerable people – such as the elderly and disabled – have been prevented from reaching the emergency services.</p>
<p>MPs with concerns on the bill reached a compromise with its supporters to review the bill in three years time, with a sunset clause for five years. This gives time to evaluate the bill in action and revise it if necessary.</p>
<p>A spokesman for the industry group said:</p>
<p>“We are delighted that the bill has passed its third reading and would like to thank Richard Ottaway MP and all the supporters of the bill. We would also like to acknowledge and welcome the compromise reached with Philip Davies MP over his concerns. We hope we can demonstrate that the bill works in the coming years.”</p>

			<content:encoded><![CDATA[<p>Minister of state for crime prevention, Jeremy Browne, has been on a fact-finding trip hosted by the British Metals Recycling Association (BMRA).</p>
<p>Mr Browne visited BMRA member EMR (European Metal Recycling) in Erith on Wednesday, November 7, to learn more about the issues affecting the metals recycling industry ahead of the report stage of the Scrap Metal Dealers Bill today (Friday, November 9). The bill, if made law, could see tougher licensing and enforcement on unscrupulous dealers who act as conduits for stolen metal.<span></span></p>
<p>The visit was hosted by BMRA board member, Graeme Carus of EMR, who said: “It was useful to meet Mr Browne to explain how the cash ban and the Scrap Metal Dealers Bill are likely to impact on us and the rest of the industry.  </p>
<p>“We are fully supporting the Private Members’ Bill which is necessary to ensure there is a level playing field when it comes to a ban on trading scrap metal for cash.”</p>
<p>Metals recycling in the UK plays a vital role in helping the country to meet its recycling and recovery targets whilst creating green jobs and reducing greenhouse gases.</p>
<p>Mr Browne, who also visited a war memorial site in Erith to learn about the devastating impact of metal thieves on the local community, said: “These thieves show an utter disregard for the memory of the courageous men and women who paid the ultimate sacrifice for their country.</p>
<p>“The government is determined to stamp out this illegal trade. That is why we are reforming the scrap metal industry to support legitimate dealers and tighten the net around those who flout the rules.</p>
<p>“The Scrap Metal Dealer’s Bill, which the government supports, will build on the legislative action we have already taken by allowing the closure of unlicensed premises.</p>
<p>“New laws must be supported by effective enforcement. That is why I welcome the success by the police in bringing thieves to justice. We are now seeing significant reductions in metal crime across the UK.”</p>
<p>Ian Hetherington, director general of the British Metals Recycling Association (BMRA), commented: “With the introduction of a ban on buying scrap for cash in our midst, the proposed reforms are now imperative.</p>
<p>“If the Scrap Metal Dealers Bill is not passed at this latest stage in Parliament, it stands very little chance of making it into law. Therefore the British Metals Recycling Association along with companies and organisations from across UK industries, including BT, Network Rail, and the Energy Networks Association is urging the government to find a mechanism to introduce new legislation to tackle this crime as soon as possible.</p>
<p>“BMRA has continually argued that simply banning cash will not have the desired effect whilst illegal operators continue to buy scrap for cash and whilst itinerant collectors and vehicle salvage dismantlers remain exempt from the cash ban. There is a real risk that legitimate businesses will see a drop in trade because of it, causing job losses and closures, whilst criminal activity will continue to thrive.”</p>

<p>The decision from the Environment Agency and Defra confirms that non-recyclable material left over after cars have been recycled, can be recovered as energy rather than being dumped in landfill. It could mean most of the 800,000 tonnes of material that has gone to landfill each year can be used to produce high quality plastics and to generate electricity, boosting the green economy whilst helping the UK meet impending EU recycling and recovery targets.<span></span></p>
<p> Ian Hetherington, director general of BMRA said: “This is a long awaited decision which represents the best outlet for the material which until now could only be landfilled. The UK metal recycling industry has been waiting for a positive decision in order for them to determine how best to drive up recycling rates for end-of-life vehicles (ELV) while generating growth for the sector and the country.</p>
<p>“For more than two years, BMRA and key players in the industry have been calling for Government to be decisive in providing a policy framework in which the UK metals recycling industry can take a lead in the advanced recovery of end-of-life consumer goods in Europe. Now with the right policy framework in place, the metals recycling industry will endeavour to retain a lead in developing materials recycling and recovery, whilst creating green jobs and growth in the sector.”</p>
<p> BMRA members play a leading role in ensuring that the UK meet its targets under the various EU producer responsibility directives and have invested heavily in developing and deploying the best available technology to maximise recycling rates for end-of-life consumer goods. Already UK metals recyclers can recover and recycle over 85% of end-of-life vehicles which not only includes metals but plastics, rubber and glass too. However, there is a fraction which cannot be recycled known as auto shredder residue (ASR). This is the deposit left at the end of the shredder process once all recyclable material has been extracted.</p>
<p> This decision allows energy recovery via the thermal processing of this material, rather than disposing of it to landfill, therefore giving the green light for BMRA members to proceed with the necessary and very significant investment needed ahead of EU recovery targets which are set to increase to 95% in 2015.</p>

<p>The framework of suppliers, which has been set up by NLS to help meet the demands of its growing commercial portfolio, includes four providers of sample and field based services, one of which is <em>enitial</em>.<span></span></p>
<p>Ivor Parry, business development director at <em>enitial</em> said: “<em>enitial </em>is always striving to provide a high quality service and has worked with the National Laboratory Service (NLS) previously to provide a sampling service that is second to none. Being chosen as a preferred partner is testament to the unrivalled level of sampling and field based services we offer.”</p>

<p>Pelican helped to co-ordinate and manage media relations for the foundation’s first ‘Ride with Brad’ event, which saw 1,500 cyclists take on the hills of Lancashire on Sunday (19 August).</p>
<p>The Bradley Wiggins Foundation will promote participation in sport and encourage people to exercise regularly by taking part in ‘sportive’ style cycling events, training camps and other sporting events. The foundation will also look at opportunities to provide equipment or facilities to individuals, clubs, local communities and schools.</p>
<p>Speaking at the event, Bradley Wiggins said: “It’s really important for me to be able to put something back into sport, and the Bradley Wiggins Foundation will become my way of inspiring and helping others to achieve their best. Supporting and taking part in today’s event is just the first step in that process.”</p>
<p>Pelican PR associate director Richard Truman said: “We genuinely believe that athletes like Brad can inspire people to achieve their own goals. Ride with Brad and the Bradley Wiggins Foundation are great concepts and we hope the work we do to help can help get more people taking part in sport.</p>

<p>The British Metals Recycling Association (BMRA) will be showcasing the huge contribution the metals recycling industry is making to the green economy at RWM (11-13 September).</p>
<p>UK metals recyclers recover around 13 million tonnes of metal every year from two million cars, five billion food and drink cans, eight million automotive batteries and three and a half million cookers, fridges and other white goods, many of which traditionally had been sent to landfill.</p>
<p>Visitors are invited to find out more about the recycling and reprocessing of metals whilst experts will be on hand to offer advice on legislation and training.<span></span></p>
<p>BMRA director general, Ian Hetherington said: “The UK metals recycling industry is leading the green agenda with its commitment to developing sustainable and green technologies. BMRA members are continually investing and refining processes to increase recycling rates year-on-year to help the UK meet its EU recycling and recovery obligations whilst reducing pressure on the UK’s limited landfill infrastructure.”</p>
<p>BMRA continues to advise Government on how it can work with the industry to achieve public policy objectives around increasing recycling and working towards ‘zero waste’.</p>
<p>It is also working with schools to educate children about the economic and environmental importance of recycling metal through a new education resource. The education resource includes three specially commissioned video modules which will be playing on the stand throughout the show.</p>

<p>Mr Ottaway visited BMRA members F J Church and Sons in Rainham, Essex and EMR in Erith on Friday 6 July to learn more about the issues affecting the metals recycling industry. The visit was hosted by Ken Mackenzie of the British Metals Recycling Association.<span></span></p>
<p>Mr Patrick Church of F J Church and Sons said: “It was useful to meet Mr Ottaway to explain about the metals industry and how reforming the Scrap Metal Dealers Act (SMDA) can help our business.</p>
<p>“We are fully supporting the Private Members’ Bill which should create a level playing field when it comes to a ban on trading scrap metal for cash. Metals recycling in the UK plays a vital role in helping the country to meet its recycling and recovery targets whilst creating green jobs and reducing greenhouse gases. It is important that changes to legislation are implemented with minimal disruption to legitimate businesses so the industry can continue to make this valuable contribution.”</p>
<p>Mr Ottaway said: “The visit today has been very beneficial.  I am very keen to work with the British Metals Recycling Association and others affected by the Bill to ensure it achieves its aims whilst helping businesses to thrive.</p>
<p>“Whilst the proposed reforms of the Scrap Metal Dealers’ Act will not eradicate metal theft altogether, it will make it harder for thieves to dispose of stolen metal, and those operating outside of the law will face tougher punishment, unlimited fines and the threat of losing their licence.”</p>
<p>Ian Hetherington, director general of the British Metals Recycling Association, commented: “The BMRA is highly supportive of the proposed Scrap Metal Dealer’s Act (SMDA) reform. It includes many changes which the industry has been calling for. We will continue to work with Richard Ottaway and the Home Office to input into the Bill.”</p>
<p>BMRA is calling for the licensing system to be linked to a transparent national register of scrap metal merchants available to householders and businesses selling scrap metal which could be maintained by the Environment Agency in parallel with the existing permitting system. It also wants to ensure that any enhanced police powers to not disrupt the day to day running of legitimate businesses and is calling for a proper judicial process where licence suspensions are necessary.</p>
<p>Mr Hetherington added: “It is vital that a revised SMDA is introduced in a timely fashion with regard to regulatory changes made through the Legal Aid, Sentencing and Punishment of Offenders (LASPO) bill. This has left some ‘loopholes’ in current legislation and it is vital that these are addressed by a revised SMDA before LASPO is introduced. This will negate serious disruption for individual businesses and the secondary metals market as whole.”</p>

This information can be used to target specific areas for the use of biosolids.<span></span></p>
<p>Ivor Parry, business development director at enitial, said: “Using biosolids on agricultural land has huge benefits for farmers as it can significantly increase production and yields.</p>
<p>“Our stringent sampling and analysis techniques determine concentrations of certain elements already contained within the field soils before using biosolids to help farmers use the land as productively and efficiently as possible.”</p>
<p>Biosolids are playing an increasingly important role in land regeneration and agricultural improvement. Recent improvements in production methods have made them a high quality, cost effective alternative to traditional fertilisers.</p>
<p>Tony Martindale at Severn Trent Water said: “In order to help farmers use biosolids to improve soil quality on the land, we need to identify suitable sites through soil analysis. It’s imperative that all our sampling and analysis comply with the industry agricultural Code of Practice which is why we’ve called in environmental sampling expert enitial.”</p>
<p>The five-year contract involves enitial technicians taking soil samples from farms interested in using biosolids on the land as a fertiliser. Samples will be sent to the National Laboratory Service (NLS) to be analysed in accordance with the agricultural Code of Practice. Results will be used to ascertain whether it is beneficial to use biosolids on the land based on current concentration levels in the soil.</p>]]></content:encoded>

<p>The trade association has launched Metals &amp; Me, an education project for 11–16 year olds studying geography. It is designed to encourage students to think about the global environmental implications of the ever-growing demand for metal.<span></span></p>
<p>As well as a wall chart mapping the global reach of the UK metal recycling trade, the education resource includes three specially commissioned video modules:</p>
<p>• What’s recycling got to do with me? addressing how widely we use metals<br />
• Where do metals come from? comparing the environmental and energy costs of mining vs. recycling<br />
• How does recycling work? explaining how 95% of a domestic appliance can be recovered for reuse</p>
<p>In addition 12 classroom activities with support materials enable pupils to develop their enquiry skills and be involved in decision-making experiences.  All the classroom resources and videos are now available to download free of charge on the BMRA website at <a href="http://www.recyclemetals.org/metals_and_me">www.recyclemetals.org/metals_and_me</a></p>

<p>The BMRA has already sent a copy of the poster and promotional materials to 5,000 secondary schools and plans to promote the materials more widely.</p>
<p>Written by an experienced geography teacher and reflecting current best practice, Metals &amp; Me also includes  teachers’ notes with five exemplar lesson plans suggesting ways to link the activities into themed lessons. Each lesson plan is supported by a PowerPoint presentation for use in the classroom.</p>

			<content:encoded><![CDATA[<p>Environmental monitoring specialist, enitial, has become one of the few sampling companies in the UK allowed to deliver effluent sampling under the Environment Agency’s monitoring certifications scheme (MCERTS).</p>
<p>The United Kingdom Accreditation Service (UKAS) awards the MCERTS standard to organisations who can prove they are able to provide a consistently high quality sampling service, giving the Environment Agency confidence in their sampling of untreated and treated sewage effluents and trade effluents.<span></span></p>
<p>Ivor Parry, business development director at enitial said: “enitial is always striving to provide a high quality service. Receiving this accreditation means our technicians can deliver monitoring services to water utility sites that are subject to permits requiring Operator Self Monitoring (OSM). It’s a requirement for many water companies as the Environment Agency uses the results to determine how well a company complies with its permit conditions.”</p>
<p>After an extensive audit, enitial was awarded accreditation to ISO/IES 17025:2005 and the Environment Agency’s MCERTS Performance Standard for organisations undertaking sampling and chemical testing of water for the sampling of untreated and treated sewage effluents and trade effluents.</p>]]></content:encoded>

			<content:encoded><![CDATA[<p>A ban on using cash to buy metal for recycling is set to threaten the survival of hundreds of legitimate metals recyclers unless it forms part of a broader reform of the Scrap Metal Dealers Act (1964).</p>
<p>Ian Hetherington, director general of the British Metals Recycling Association (BMRA) said: “BMRA’s smallest members, who make up nearly 30% of our membership, are under real threat of survival as a direct result of new legislation which will ban scrap metal dealers from paying cash for scrap.</p>
<p><span></span>“The legislation contains a number of loopholes and weaknesses which will allow scrap metal to continue being traded for cash. It will severely damage those metals recyclers operating within the law and complying with the cash ban as they will lose trade from small businesses and householders – the very customers they rely upon – who will be attracted away by those still buying metal for cash. The resulting closure of these compliant businesses will lead to significant job losses and a drop in recycling rates which goes completely against the Government’s green agenda.”</p>
<p>Mr Hetherington added: “A complete overhaul of the outdated 1964 Scrap Metal Dealers Act would provide the robust framework needed to allow the police and other enforcement agencies to ensure the ban on cash is adhered to whilst protecting legitimate businesses and closing any loopholes.”</p>
<p>An effective licensing system would ensure that all metals recyclers appear on a single national register, including the itinerant collectors, car breakers and dismantlers and potentially those buying precious metal. All would then be subject to a ban on cash trading and would be required to use CCTV and to keep a proper record of all transactions with photographic identification. Together with an overhaul of the licensing system, BMRA is calling for a nationally coordinated approach from the police and the Environment Agency with stronger sentencing and appropriate penalties for those stealing metal and those setting out to dispose of it.</p>
<p>BMRA continues to work with Government on the issue and hopes the measures will be introduced through a Private Members’ Bill early in this session of Parliament.</p>

			<content:encoded><![CDATA[<p>Environmental monitoring specialist <em>enitial</em> has been appointed to take odour samples at composting sites which will be tested using the latest sensory testing techniques – human noses.</p>
<p>The technique, known as olfactometry, will check the efficiency of biofilters – used to reduce odour concentrations at composting sites. Human noses are used as sensors rather than chemicals because a human nose can detect odour at concentrations well below the sensitivity levels of chemical analytical methods.<span></span></p>
<p>Sam Dean, liaison manager at <em>enitial</em>, said: “People really notice bad smells, so if there is a problem you can be sure people will let you know. Doing it right makes sure any issues are sorted before they become a problem.”</p>
<p><em>enitial</em> has been asked to monitor the effectiveness of biolfilters at composting sites across the country to ensure they are bringing odour levels down sufficiently. Inlet and outlet samples are taken by <em>enitial</em> technicians and sent to laboratories specialising in the ‘human nose’ technique. Each sample taken is recorded with date/time and GPS location to ensure sample traceability using <em>enitial</em>’s PDA based <em>enidata</em> system.</p>
<p>Using sensory methods is a relatively new technique and is particularly useful when it comes to odour annoyance or nuisance because they provide a direct link to how odours are perceived by people. It’s also a good way of determining how effective odour control techniques, such as biofilters, are at mitigating such issues.</p>
<p>In the olfactometry testing procedure, smells are presented alongside an odour-free gas (as a reference) to a group of six panellists simultaneously. In comparing the gases emitted from each port, the panellists are asked to report how sure they are they can smell anything. The responses of the panellists over a range of dilution settings are used to calculate the concentration.</p>]]></content:encoded>

The 2009 Renewable Energy Directive set a target of 15% by 2020, compared to just 3% in 2009. It’s certainly a challenge for the country which requires both large scale and small scale operations.</p>
<p>As people and businesses become more energy conscious, they are increasingly thinking more about how they can benefit from renewable energy. One option for businesses in rural settings, such as farms, is to build a wind turbine on their land to generate energy – which can be exported to the grid in return for a Government subsidy on their energy bills in the form of feed-in tariffs.<span></span></p>
<p>Noise levels<br />
With any planned wind turbine project, the potential impact on the local area needs to be considered along with likely objections from the local community. This often includes issues such as any noise which might be heard outside nearby houses. <em>Enitial</em> recently completed a project monitoring noise levels at several proposed wind turbine sites on farms across Scotland.</p>
<p>The potential noise impact is assessed by predicting the noise which will be produced when the wind is blowing from the turbines towards any houses. It is then compared to the background noise which already exists in the area, without the turbine operating. It’s important to ensure the difference between noise levels isn’t significant enough to cause a nuisance. Recommendations from the Wind Turbine Noise Working Group are that turbine noise levels should be kept to within five decibels of the average existing evening or night time background noise level.</p>
<p>Specialist noise monitoring technicians from enitial typically monitored the sites over a 24-hour period to establish the ambient noise levels, and characterise them for different times of the day. Larger sites where several turbines were proposed were monitored over a period of three weeks.</p>
<p>Technicians made an environmental assessment of the area by setting up noise level monitoring equipment – ‘class 1’ which is the most accurate – and calibrating the readings onto a graph. It shows sound level against time and is used to show how a wind turbine could alter ambient noise levels.</p>
<p>Establishing noise levels at proposed wind turbine sites is essential to ensure any wind turbine would not go against environmental guidelines and affect residents’ quality of life. If a wind turbine is proposed on a busy, noisy industrial site, the wind turbine noise would be inconsequential whereas on a very quiet farm, the difference could potentially appear very loud in comparison and ultimately become a nuisance.</p>]]></content:encoded>

<p>Director of EWL, Philip Edge said: “We have expanded our Australasia service to handle expanding trade from these countries to China and Thailand, as well as increasing demand from UK food importers for a range of products including lamb, fish, dairy and apples.”</p>
<p>Applying the EWL ethos of using a highly efficient consolidated service, EWL will be able to provide a cost-effective logistics method. This has been shown to save new customers up to £800 per reefer container.</p>
